In the majority of engineering projects, the competing concerns of site drainage, offsite impacts, and preservation of water quality must all be addressed. These considerations must be balanced in compliance with overlapping and sometimes conflicting federal, state, and local regulations. GHA’s Water Resources engineers are thoroughly familiar with the requirements of FEMA, IDNR-Office of Water Resources, IDOT, and various northeastern Illinois county and municipal stormwater ordinances. We regularly prepare documentation and permit submittals to meet these regulatory requirements.

For more than a decade, GHA has been a member of the Technical Advisory Committees for the Metropolitan Water Reclamation District (MWRD), Lake County Stormwater Management Commission, and McHenry County Stormwater Management Commission. We contribute our expertise to assist stormwater commissions in the development, revision, and review of ordinances and administrative procedures. Additionally, we make recommendations to ensure effective and sustainable stormwater management. GHA staff has extensive regulatory review experience. Since the inception of the Lake County Watershed Development Ordinance, GHA has been serving as the Enforcement Officers for many Lake County communities. We also assist and perform ordinance compliance reviews for Cook County communities.


The GHA Water Resources Division group has decades of experience obtaining grants for flood mitigation, stream restoration, green infrastructure, and drainage improvement projects. We assist clients in identifying applicable funding opportunities, grant applications, writing proposals, collecting data, and preparing budgets.

Our experience covers the federal, state, and local levels for a variety of stormwater-related projects. Our team provides project management to oversee grant-funded projects from start to finish, ensuring that deliverables are met on time and budget.

At Gewalt Hamilton Associates, we provide specialized expertise to more than 18 communities by providing innovative solutions. MS4 services include field inspections of stormwater structures (outfalls, basins, and streambanks) and GIS mapping of these features, representing our clients at watershed workgroup meetings, Annual Report, NOI and Stormwater Management Program Plan (SWMP) writing, and water quality testing analysis.

Our MS4 educational webpage provides a platform for filing complaints, accessing educational materials, and required MS4 documentation, including Annual Reports, NOI’s, and SWMP’s. Through our MS4 services, GHA has created and maintained extensive GIS mapping services for our communities, improving monitoring and maintenance capabilities and efficiencies.
