Gewalt Hamilton Associates, Inc. (GHA) provided Phase II engineering services for the MFT-funded Washington Street Resurfacing project for the Lake County Division of Transportation. The project extends approximately 1.87 miles along Washington Street from Lake Street to US Route 45, with an omission at the IL Route 83 intersection.

The design included milling of the existing pavement and placement of a leveling binder and HMA surface course. Longitudinal joint sealer was incorporated throughout the corridor to improve pavement performance.

Topographic survey and field review were completed to support design development, including detailed survey of sidewalk curb ramps and key intersections. Improvements included ADA-compliant sidewalk and curb ramp upgrades at multiple intersections and evaluation of locations for bicycle-friendly shoulders where feasible.  GHA also evaluated the feasibility of filling in sidewalk gaps along the corridor.

The project required coordination with the Illinois Department of Transportation, utility companies, and the Lake County Stormwater Management Commission. Portions of the corridor are located within floodplain areas, requiring coordination for roadway resurfacing within these limits.  GHA completed documentation for IDOT BLRS’s streamlined environmental clearance process due to the MFT funding used on this project.

GHA prepared pre-final and final plans, specifications, and cost estimates, incorporating agency review comments and completing quality control reviews prior to submission. Additional coordination was completed to confirm soil excavated form the project was eligible for disposal at a CCDD facility.
