Gewalt Hamilton Associates, Inc. (GHA), in partnership with the Chicago Metropolitan Agency for Planning (CMAP), developed a Capital Improvement Plan for the City of Hickory Hills. The planning process reviewed the City’s capital planning practices, documented existing infrastructure and municipal assets, and established a structured approach for identifying, evaluating, and programming future investments.

GHA prepared an Existing Conditions Report covering transportation, water, sanitary sewer, stormwater, municipal facilities, equipment, financial practices, and community conditions. The assessment incorporated available City records, asset data, planning documents, staff input, and GIS mapping to support development of a comprehensive capital project inventory.

GHA coordinated with City staff, CMAP, a project steering committee, and community stakeholders through interviews, public events, workshops, and surveys. The public survey identified priorities related to utility infrastructure, flooding and drainage, roadway conditions, and corridor investment.

The completed plan includes a detailed five-year program for Fiscal Years 2027 through 2031 and a ten-year capital improvement outlook. The five-year program identifies 55 projects totaling approximately $14.7 million across transportation, water and sewer systems, stormwater, community tree replacement, police facilities and equipment, and Public Works facilities and equipment. The plan also provides funding guidance, implementation strategies, and procedures for annual review and updates, giving the City practical solutions for coordinating capital needs with available resources.
