The SMPP describes the procedures and practices implemented by the MS4 community, with the goal of reducing the discharge of pollutants in stormwater runoff in order to comply with Federal standards.

Annual reports must be submitted to the Illinois Environmental Protection Agency by June 1 for each year that the permit is in effect. The report includes the status of compliance with the permit conditions, as addressed in the SMPP, including an assessment of BMPs used and progress toward the measurable goals for each minimum control measure. The report also includes water quality monitoring data, a summary of relevant outfall, basin and streambank inspections, planned activities for the next reporting cycle, any changes made to BMPs, and if applicable, the permit obligations satisfied by a Qualifying Local Program.
