Village of Lincolnwood, Illinois
Northeast Parkway Road Improvements

The Village of Lincolnwood determined that the Northeast Industrial Tax Increment Financing District (TIF) needed to be revitalized and certain tracts needed to be re-developed. After several years of planning and coordination, the Village, in conjunction with GHA completed a new, one-mile long roadway, Northeast Parkway, through the industrial district of the Village. This was a very complex project from the inception that included the following coordination and planning.

 
 
 

GHA developed alternative geometric and alignment plans with recommendations for the new collector status road through an industrial area of the Village. The geometry of this new street had significant coordination and planning requirements in order to service the adjoining properties efficiently while avoiding environmentally sensitive areas. GHA conducted a Traffic Study and presentation of traffic projections to supplement the geometric and alignment alternatives, presented at public meetings and at the Village Board of Trustee meetings, coordinated and met with adjacent business owners and all utility facilities in the project location.

GHA coordinated the land acquisition that was required for roadway right-of-way from approximately fifteen different parcels, provided all the boundary, plat and easement work associated with this project and installed traffic signals at both ends of the roadway. GHA completed all of the traffic and engineering work required including signal warrant studies, intersection design studies and final traffic signal design and engineering plans. The signals were reviewed and approved by IDOT.

The roadway alignment required a new at grade railroad crossing that has been approved by both the Illinois Commerce Commission (ICC) and the Union Pacific Railroad. GHA provided expert testimony as part of the ICC petition. GHA also prepared a storm water management study with storm sewer calculations for the new road system, secured all necessary permits, prepared final engineering plans, the bid proposal and specifications (Phase II), and construction observation and resident engineering services (Phase III). All construction documentation was prepared in accordance with IDOT in Local Roads MFT format and utilized TIF funding.
