Comprehensive Downtown Traffic & Parking Study, Signal Modernization, & Streetscape Engineering, Libertyville, Illinois

Gewalt Hamilton Associates, Inc. and Walker Parking Consultants were retained to complete a comprehensive traffic and downtown parking study for the Village of Libertyville in an effort to analyze and address neighborhood cut-through traffic complaints. Traffic counts were performed throughout the Village in order to determine traffic signal warrants at the IL 176/Dymond Road intersection, evaluate the impacts on downtown Libertyville when the SRA recommendations for Milwaukee Avenue were to be implemented, and develop a traffic data base to classify the Village street system.

 
 
 
 

Four downtown traffic signals were modernized, including the installation of decorative posts and mast arms, new controllers and cabinets, new L.E.D. signal heads and Emergency Vehicle Preemption (EVP) equipment. Using HI-STAR magnetic counters, GHA collected daily/hourly traffic volume, speed and classification data at more than a dozen locations. GHA and Walker prepared a full report describing the results of the study, as well as recommendations for signal modernization, road widening and associated improvements.

GHA then teamed with 3D Design Consultants to complete a comprehensive downtown streetscape engineering project along Milwaukee Avenue.

GHA provided complete Civil Engineering Design (Phase II) and Construction Engineering (Phase III) for the Milwaukee Avenue Streetscape. Our services included complete surveying and engineering design, including all pavement reconstruction, lighting and appurtenances, construction documents, and construction services consisting of project administration, construction layout and observation.

Coordination with storefront businesses and their delivery schedules was an integral part of the construction. The project was phased and coordinated to ensure the least disruption to business operations. GHA’s field technicians exceeded the expectations of the Village in providing the individual care and commitment required to successfully complete the project.

This project received an American Public Works Association Project of the Year Award in 2003.
